Nine constitutional amendments are on the November 5 ballot. This type of election typically has a low voter turnout – all the more reason for you to exercise your right to vote!
Two amendments are of particular interest to the economic development of our area: Proposition 3 on aerospace inventory and Proposition 6 on funding for water projects. The HEB Chamber of Commerce supports both Prop 3 and 6 because of the effect on jobs and the economic vitality of Texas.
Prop 3 would allow an appraisal district board to extend the “Freeport Exemption” on inventory taxes to aircraft parts to 730 days. With voters’ approval, local governments can permit Texas aerospace and aircraft manufacturing companies to warehouse parts in Texas for two years without penalty, instead of the current six-month limit. This constitutional amendment would remove a tax provision that is out of step with the rest of the U. S. More than three-fourths of states do not levy a general property tax on inventory. The current inventory tax forces businesses to ship parts in from out of state warehouse, driving up costs.
Prop 6 would allow voters to authorize the funds that would finance water projects in the State Water Plan. Adopted in 1997, the State Water Plan was developed by 16 regional planning groups that evaluate population projections and water demand projections. Failure to meet our water supply needs could result in a reduction in income of nearly $116 billion annually by 2060 and over a million lost jobs. This constitutional amendment creates a water infrastructure bank that uses $2 billion from the Rainy Day Fund to finance water projects around the State.
